My short and snarky-serious answer is “how quickly the U.S. gets out.”br /br /On the more serious side, the Obama Administration is trying to a href="http://www.nytimes.com/2009/08/07/world/asia/07policy.html"develop metrics for Congress/a. They claim this is a serious effort; of course, the metrics are dependent on already-established goals and timetables.div class="blogger-post-footer"There is no god and I am his prophet.img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/7532871-1279663201137475830?l=socraticgadfly.blogspot.com'//div
